  • BACKGROUND
    Steve DeBoard, a native of Lebanon, Indiana, started his career in law enforcement as a police officer for the Indianapolis public schools. He also served as a police officer for Indiana University at Indianapolis before joining the Indianapolis Police Department in 1977. He recently retired in June 1997.

    His career, as both an uniformed officer and a detective, has led him through a variety of assignments providing experience in all facets of law enforcement. For more than ten years, Steve has served as a detective in violent crimes, including vice, robbery, sex crimes, and homicide, where he has interviewed over a thousand individuals -- victims, witnesses, and offenders -- involved in violent crimes.

    Certified as an instructor by the Indiana Law Enforcement Training Board, Steve has taught several courses at the Indianapolis Police Academy and given seminars to police departments across the Midwest. A frequent speaker to various business and civic organizations, he provides seminars on workplace violence and background investigations.

    He is an executive board member of the Fraternal Order of Police Lodge #86, National Association of Chiefs of Police, International Police Association, and the American Society of Industrial Security. Steve has earned numerous commendations and letters of appreciation from the City of Indianapolis as well as its citizens.

    Provide security assessments and surveys, risk and liability evaluations, Corporate and Personal investigations, including pre-employment and background investigations, consulting services to industrial and business clients.     Investigation of criminal activities and Law Enforcement duties

    Investigator, Sex Crimes Branch (1991 to 1994)

    Investigate all manners of sexual assaults including, Rape, Molest, Attempt Rape of victims over the age of 12 years old. Chief investigator for all cases directly assigned. Approximately 10 cases assigned per month.
    Primary focus on Crime Scene management and interview techniques.

    Volunteer Coordinator, Indianapolis Police Academy, Volunteer Services (1990 to 1991)

    Responsible for coordinating and supervising activities for Police Explorers and assisting in coordinating activities for Civilian Volunteer Police and Police Reserves. Responsible for training programs and writing policy and procedures manual that was used department wide.

    Investigator, Homicide Branch (1986 to 1990)

    Investigate all manners of death with a primary focus on crime scene management. Chief investigator for all cases directly assigned. Have solved 85% of homicide cases assigned to date. Additional assistance in over 30 other homicide cases. 2 Certificates of Commendation on separate murders that were solved under unique circumstances.

    Responsible for all pornography and child pornography investigations in the Indianapolis/Marion County area.
    Supervised pornography investigation leading to the first Indiana conviction in over 6 years. Selected to serve as Liaison Officer to Marion County Alcoholic Beverage Commission and Division of Metropolitan Development. Made numerous presentations to civic organizations.
